Sébastien Raoux is an internationally recognized climate expert and impact entrepreneur with 30 years of experience and a unique depth of knowledge in environmental science, clean technologies, emissions inventories, the green economy, and international climate finance, law, and policy. After starting his career in Silicon Valley in the mid-1990’s, Sébastien received the 1999 Climate Protection Award from the United States Environmental Protection Agency (US EPA) on behalf of Applied Materials, Inc. In 2023, Sébastien was appointed Lead Author with the Intergovernmental Panel on Climate Change (IPCC) and he was distinguished for his contribution to the award of the 2007 Nobel Peace Prize to the IPCC. He has also served as a Member of the Editorial Board of the IPCC Emission Factor Database.
Sébastien has been an independent consultant since 2006, advising both public and private sector entities to design and implement strategies and interventions that mitigate greenhouse gas emissions and increase resilience to climate change. His clients have included the Green Climate Fund (GCF), the World Bank, the United Nations Environment Programme (UNEP), the US EPA, several regional and national development banks, and numerous private sector clients – including 500 Fortune companies – on climate and sustainable development projects and programmes covering nearly 80 countries around the world. Over the last 5 years, Sébastien has contributed to developing a project pipeline of USD 2.6 billion in climate finance.
Sébastien received a Ph.D. in Physics from the University of Bordeaux in France in 1993, a Juris Doctor degree from the University of Santa Clara School of Law in California in 2008, and he is a Certified Climate Finance Expert from the Frankfurt School of Finance and Management in Germany. A prolific innovator and researcher, Sébastien holds 24 patents, has authored more than 40 articles in technical publications, is a frequent keynote or invited speaker at international conferences, and he has lectured at prestigious universities, including the University of California at Berkeley, Stanford University, the Presidio Graduate School of Management in San Francisco, Columbia University in New York, and in France at the Universities of Orléans and Bordeaux. Sébastien is fluent in English and French, and he has business proficiency in Spanish.
